I was given a key that didn't work and placed in another room. The next day I was forced to move to another room. The worst part was the security guard escorting me to my room and watching me repack my bag. The rooms were not significantly different.

The location was right downtown and walking distance to the Mississippi River Museum and Event Center, which we had a wedding at. It was very clean and we were very pleased with our stay. There was a great breakfast option as well. We plan on going back to Dubuque in the future and we are likely going to stay here again.
Negatives:
There really wasn't anything to dislike about the hotel. There wasn't clear enter and exit signs in the drive up lane, so I saw a few people drive the wrong way and jam up traffic.
